Like we've discussed before, in a lawsuit anyone can allege anything. So it's extra-important to note things are alleged.
The district didn't fail to adequately educate James Dowdell. They allegedly
failed to adequately educate Dowdell. We won't know whether that's true
or not until the trial takes place and evidence is presented.
